Paving Ocean Reef from Landsdale, about 13.8 km away
Ocean Reef is a straight run west along Ocean Reef Road from IBP Paving's base in Landsdale, roughly 13.8 km. The suburb's homes date from the 1970s and 80s and most are on their original driveways, so our work here is replacement rather than repair: lifting tired concrete and bitumen, laying heavy duty brick or wet cast stone, rebuilding pool surrounds and fitting the soakwells the City of Joondalup expects. $375 toward your first or bitumen replacement crossover
The number that matters most for an Ocean Reef driveway is at the kerb. A great many lots here still meet the road over a bitumen crossover laid when the house was built, and the City of Joondalup has an incentive to replace it.
The City will make a one off payment of $375 toward the construction of a crossover built in accordance with its Crossover Guidelines. The payment applies to the first crossover to a property or to the replacement of an old bitumen crossover, is claimed within six months on the City's request for subsidy form, and is not paid toward a second crossover on the same lot.

The guidelines allow segmented clay or concrete pavers for a residential crossover, 3.0 to 6.0 m wide, at least 0.5 m from a side boundary and 6.0 m from the kerb tangent point at a corner. The footpath must continue through a brick crossover, either as the path itself or picked out with a contrasting brick border, and any concrete apron or kerb section must be plain grey pre mix. Asphalt, gravel, crushed brick and compacted limestone are not accepted.
1970s and 80s homes at full replacement age
Ocean Reef took its name in 1974 and filled with brick and tile homes over the following 15 years. Driveways from that era are now 40 to 50 years old and have usually been patched more than once. The common jobs are:
- Full driveway replacement in 60 mm heavy duty pavers on a new compacted limestone base, with the crossover done at the same time so the subsidy can be claimed.
- Pool surround rebuilds where 1980s pebblecrete or quarry tile has lifted, laid in dense stone or wet cast concrete with bullnose coping.
- Limestone retaining walls and steps on the sloping lots that drop toward the dunes, with paving tied into the top of the wall.

Choosing a paver for the severe marine band
With the foreshore dune no more than about 1.5 km from any lot, Ocean Reef sits in what Australian masonry standards call the severe marine zone, the band within 1 km of a surf coast, with the rest of the suburb in the marine zone just behind it. Severe marine calls for exposure grade clay units. The classification is for bricks and no supplier publishes a paver version, so we specify to the brick rule: exposure grade clay or dense wet cast concrete pavers, washed bedding sand, sand swept joints and a penetrating sealer after the paving has settled. Resealing every few years, covered on our sealing and cleaning page, is what keeps the colour and stops salt crusting on a driveway that faces the westerly.

Soakwells, the dune reserve and the verge
The City of Joondalup's residential soakwell page carries the owner's obligation to confine runoff within the lot, a guide of one downpipe per 15 square metres of roof, and a table of common concrete soakwells from a 600 mm unit for about 14 square metres up to an 1800 mm by 1200 mm unit for about 250 square metres. Soakwells are to be set back from buildings and boundaries by at least their own width, and the City advises against them where clearances are narrow. There is no litres per square metre formula published for Joondalup, so we size from the table and lean large. Our City of Joondalup soakwell requirements page has the detail.
The ground is Quindalup dune sand, white and shelly, over Spearwood sand and Tamala Limestone. It drains very quickly, which suits soakwells, but limestone caprock can turn up when we dig the deeper units on the eastern side of the suburb. A soakwell replacement is included in most of our driveway quotes here because the 1970s units are often undersized or silted.

Ocean Reef's western edge is a protected dune strip about 400 m wide, which keeps the beachfront natural and puts a line of homes against coastal scrub. For those houses we recommend non combustible paving between the building and the reserve boundary in place of timber or mulch. On the street side, the City's Street Verge Guidelines allow brick paving on the verge up to 75 square metres or half the verge area, whichever is less, excluding footpath and crossover, with 1 m kept clear around the base of any street tree and a 2 m by 2 m planting space left where no tree exists.
